Instructions
1. Heat the olive oil in a large Dutch oven or heavy soup pot over medium heat.
2. Add the diced onion and green bell pepper, then cook for 5 to 6 minutes until softened.
3. Stir in the minced garlic and cook for 30 seconds until fragrant.
